Eagle Mountain City Council Meeting October 20: What’s on the Agenda

Eagle Mountain City Council Chambers with City Council Members and Mayor

Eagle Mountain’s City Council will meet on Tuesday, October 20, at the City Council Chambers, 1650 E. Stagecoach Run, for a 4 PM work session followed by a 7 PM policy session.

Work Session (4 PM)

Three items are up for discussion during the work sesion. As with all work session items, these are informational only and don’t require a Council vote.

Mortgage Assistance Program Funding and Tier Priorities: Affordable Housing Coordinator Kiara Polee will share how demand for the City’s Mortgage Assistance Program (MAP) compares with available funding. The program had 24 applicants presented for funding in July, 22 in August, and 17 in September, while current funding supports roughly one to three grants a month. Staff is asking for Council direction on how to prioritize Tier 3 (general) applicants when funds are limited, including whether local skilled trade workers should get priority, and on what happens when applicants roll forward past three months. (15 minutes)

Alternative Energy Overlay Zone Revisions: When the Council first approved the Alternative Energy Overlay Zone, it asked for a series of changes. Economic Development Director Evan Berrett will walk through the revisions staff has made and gather Council feedback before the updated code goes through the formal approval process. (10 minutes)

Corrigan Farms Development Agreement: City Attorney Marcus Draper will review changes made to the Corrigan Farms Development Agreement in response to concerns the Council raised on October 6, so Council members can confirm those concerns have been addressed before the item returns for a vote tonight. (30 minutes)

The City Manager will also share information items with the Council, and the Council will review the Consent Agenda and Policy Session Agenda before the evening session. A closed session may follow, as permitted under the Utah Open and Public Meetings Act.

Policy Session (7 PM)

Public Hearing

Wildland Urban Interface (WUI) Standards: Long Range Planner Elizabeth Fewkes will present amendments to Eagle Mountain Municipal Code Sections 16.25.040, 17.10.030, and 17.60.040. The changes respond to a new state law (2026 HB 215) and would:

The Planning Commission voted 4 to 0 on September 22 to recommend approval. Residents can weigh in during the hearing before the Council votes.

Scheduled Items

Corrigan Farms Rezone and Development Agreement: Both items return after the Council tabled them on October 6. Corrigan Farms LLC is requesting to add the RTI overlay zone to a roughly 41-acre parcel (parcel number 59:068:0006), which borders existing RTI property on the north, east, and south. Senior Planner David Stroud will present the rezone ordinance, and the Planning Commission has recommended approval. City Attorney Marcus Draper will then present the updated development agreement, which sets development and infrastructure requirements for the anticipated data center project. The public hearing for the rezone was held October 6.

Land Disposal Application, Eagle Park Phase I: City Recorder Lacie Messerly will present a resolution that would let a land disposal application from Allen Barney and other residents move forward and direct staff to begin the notice and public hearing process. The request covers a portion of Utah County Parcel No. 38:257:0108, about 0.85 acres (37,026 square feet), along a trail at Eagle Park Phase I. This is not a final approval.

Also on the Docket

The Council will hear information items and upcoming events, take public comments, and make Council and Mayor comments. They’ll also receive an update on the legislative priorities list and cover liaison reports, the financial report, and upcoming agenda items before adjourning.

These items move forward together in a single vote unless a Councilmember pulls one out for its own discussion:
