Community Assistance Resources

Every household can face unexpected expenses or changes in circumstances. Whether you need help with food, utilities, housing, health care, transportation, or other essential needs, resources are available to help. Eagle Mountain City has compiled this guide to connect residents with local, county, and statewide assistance programs.

You don’t have to be in a crisis to ask for help. Many programs are free to apply for, and eligibility varies by program. Residents are encouraged to explore available resources and find the support that fits their needs.

1. Immediate help

211 Utah

211 Utah is a free, confidential service supported by United Ways of Utah that connects residents with local health, human, and social services. A trained specialist can help identify programs for food, rent, utilities, health care, employment, and more. Phone service is available seven days a week from 8 AM to 6 PM. Residents can also text their ZIP code to 801-845-2211 on weekdays.

988 Suicide and Crisis Lifeline

Call or text 988 for a mental health crisis, at any hour.

911 Emergency Services

Call 911 in a life-threatening emergency.

Eagle Mountain Family Clinic

The Eagle Mountain Family Clinic (EMFC) of Wasatch Behavioral Health provides behavioral health services for children, youth, adults, and families, including therapy, case management, medication management, and other mental health services. Services are primarily available to Utah County residents with Medicaid; other funding may be available.

The Refuge Utah

The Refuge Utah offers free, confidential, 24-hour support for survivors of domestic violence and sexual assault, including emergency shelter.

2. Assistance offered by Eagle Mountain City

Utility Assistance Program

For low-and moderate-income households, funded through the federal Community Development Block Grant. Eligibility and benefit amounts are set in the program’s policies and procedures document. Funding is limited and applicants are selected first-come, first-served, so early application matters.

Active Duty Military Utility Abatement

Service members with a City utility account may apply for an abatement of utility service charges during deployment. Applications are available through the Utilities and Billing.

Mortgage Assistance Program

First-time buyers purchasing in Eagle Mountain may qualify for up to $25,000 as a forgivable loan with no interest and no monthly payments. Household income must be at or below 120 percent of the Utah County area median income. Applications are due by the 15th of each month and funds are limited.

Eagle Mountain Senior Center

Residents 55 and older are welcome for meals at noon on Wednesdays and Thursdays, plus exercise classes, crafts, and outings.

Eagle Mountain Public Library

The library offers free Wi-Fi, public computers, community programs, and resources for residents. Residents can also borrow telehealth kits, blood pressure kits, and radon detection kits at no charge.

3. Food

Cedar Valley High School

Cedar Valley High School has a community pantry available for students and families and other community members. Hours of operation are from 8AM–3PM when school is in session and by appointment outside of those hours. Food, clothing and hygiene supplies are available. Eagle Mountain Public Library

The Eagle Mountain Public Library operates a community food pantry available to anyone who needs food. No registration or questions are required, and residents may take food when they visit. The pantry is stocked entirely through community donations and offers unopened, unexpired, nonperishable food items and hygiene products. Residents are encouraged to take only what they need so the pantry can serve as many community members as possible.

Tabitha’s Way Local Food Pantry

Tabitha’s Way Local Food Pantry helps individuals and families access food assistance. Locations are available in Saratoga Springs, Spanish Fork, and Pleasant Grove.

Shiloh Food Pantry

Shiloh Food Pantry at Redemption Hill holds a drive-through distribution in Eagle Mountain twice a month, 2–3:30 PM. Dates are set in advance and can are subject to change.

Supplemental Nutrition Assistance Program (SNAP)

SNAP benefits can start the day a household applies, and households with low income and savings may receive them within seven days. The same online application also covers Medicaid, CHIP, child care assistance, and cash assistance.

Women, Infants and Children (WIC)

WIC provides monthly food benefits and nutrition support for pregnant women, new mothers, infants, and children up to age five. Families on Medicaid or SNAP are automatically income-eligible. Nearest clinic is located in Saratoga Springs.

Free and reduced-price school meals

Apply through Alpine School District. Under Utah House Bill 100, students who qualify for reduced-price meals receive them at no cost.

Food & Care Coalition

Provides daily meals, housing, free medical and dental care, day services, case management, and education programs. Meals are available to anyone who needs food, with no requirements or referrals.

Food Pantry Locator

Utah Food Bank maintains a statewide pantry locator and mobile pantry schedule, and runs a free monthly food box program for income-eligible seniors 60 and older.

4. Utilities and housing

Home Energy Assistance Target (HEAT) Program

Provides year-round energy assistance to eligible low-income Utah households with household income at or below 150% of the federal poverty level. The household must be responsible for home energy costs and have at least one adult household member. Applications for households with an adult age 60 or older, a person with a disability, or a child under 6 are accepted beginning October 1. Applications for the general public begin November 1. The program year ends September 30 or when federal funds are exhausted.

Utility Crisis Program

For households that have received a 48-hour shutoff notice. Residents facing shutoff should call rather than wait on a mailed application. Same phone number.

Weatherization Assistance Program

Free efficiency repairs that lower ongoing bills, including heating system repair and insulation. Priority goes to households with seniors, children under six, a person with a disability, or the highest energy costs.

Community Action Services and Food Bank

The broadest crisis-assistance agency serving Utah County. Short-term rent and deposit assistance, rental application fee help, eviction prevention classes, food, clothing vouchers, and case management.

Housing Authority of Utah County

Helps eligible residents access affordable housing and rental assistance, including the Section 8 Housing Choice Voucher Program. It also offers assistance for eligible homeowners who need help making necessary home repairs.

Property Tax Relief

Homeowners 65 and older, veterans with disabilities, and qualifying widows and widowers may be eligible for property tax relief through the Utah County Auditor. For the 2026 tax year, total household income generally may not exceed $44,221. Applications must be submitted by September 1 to appear on the October tax notice. The final deadline to apply for the year is December 31. No extensions are available.

5. Health, safety, and legal

Utah Medicaid and Children’s Health Insurance Program (CHIP)

Utah Medicaid and CHIP cover medical, behavioral health, dental, and prescription costs for eligible residents. Applications may also request coverage for medical bills from the previous three months.

Utah Drug Card

The Utah Drug Card is a free prescription discount card available to any Utah resident regardless of age, income, or insurance status. There is no application and no eligibility requirement. It can be used on medications insurance does not cover, or when the discount beats a copay.

Timpanogos Legal Center

Timpanogos Legal Center provides free attorney advice by phone on evictions, protective orders, custody, and divorce.

6. Family, senior, and disability resources

Child Care Assistance Program

Subsidy paid directly to an eligible provider, lowering out-of-pocket cost. Utah allows subsidy funds to pay approved family, friend, and neighbor caregivers.

Head Start and Early Head Start

Head Start and Early Head Start offer free preschool and family services to income-eligible families. Utah County is served by Mountainland Head Start and by Kids on the Move for Early Head Start. Children who are homeless, in foster care, or receiving TANF or SSI are also eligible.

Mountainland Association of Governments (MAG)

Connects older adults and their families with resources including Meals on Wheels, caregiver support, Medicare counseling, utility assistance, weatherization, home repair, and senior referrals.

Utah Department of Veterans and Military Affairs

Utah Department of Veterans and Military Affairs provides free Veteran Service Officers who help veterans and families understand and apply for benefits. The Provo Vet Center in Orem offers free confidential counseling to combat veterans and their families.

7. Transportation

UTA Route 806

UTA Route 806 connects Eagle Mountain to Saratoga Springs, the Lehi FrontRunner Station, and Utah Valley University during weekday peak hours only.

Reduced Fares

The Reduced Fare FAREPAY Card lowers the fare to $1 per trip for seniors 65 and older, youth, riders with disabilities, and adults 19 to 64 meeting income guidelines or enrolled in qualifying Workforce Services programs.

Rides to medical appointments

Residents on Traditional Medicaid who have no other way to reach a covered appointment can arrange door-to-door transportation through ModivCare. Rides should be booked at least three business days ahead. Medicaid members who do have a working vehicle may instead request personal mileage reimbursement through their Workforce Services eligibility worker.

Paratransit Services

UTA Paratransit provides transportation for eligible riders with disabilities who cannot independently use UTA’s fixed-route service. Service is available within three-quarters of a mile of an eligible bus route or TRAX station. Because Route 806 serves Eagle Mountain, some Eagle Mountain residents may qualify for Paratransit service, depending on their address and trip. Food delivery

Residents who need food but lack transportation can request a food box delivery or pickup from Pantry to Porch.
