Eagle Mountain City Council Meeting August 18: What’s on the Agenda

The Eagle Mountain City Council meets Tuesday, August 18, at the City Council Chambers, 1650 E. Stagecoach Run. The work session begins at 4 PM, followed by the policy session at 7 PM. Residents are invited to attend, and time is set aside for public comment during the policy session.

Work Session (4 PM)

The Council will hear four discussion items: an update on the Pony Express Business Park, a discussion of a proposed Archery Overlay Zone, a City Staffing Analysis, and a proposed policy regarding property tax funding for the Utah County Sheriff’s Office. Discussion items are for information only and do not require Council action. The Council will then hold its regular agenda review and adjourn to a closed session before the evening meeting.

Policy Session (7 PM)

Three items will include public hearings tonight, giving residents a chance to weigh in:

Truth-in-Taxation

Alongside the budget hearing, the Council will consider two paired truth-in-taxation resolutions: one repealing a property tax increase above the certified tax rate for FY 2026–2027, and one approving a property tax increase above the certified tax rate for FY 2026–2027.

Mid-Valley Community Reinvestment Project Area

Four related items address the Mid-Valley Community Reinvestment Project Area. Director of Legislative and Strategic Services Evan Berrett will present a resolution approving an interlocal cooperation agreement for the use of incremental property taxes, a resolution approving a participation agreement with Terra Smith’s Eagle Mountain, LLC, and an ordinance adopting the Mid-Valley Community Reinvestment Project Area Plan. City Attorney Marcus Draper will present an ordinance approving the 5th Amendment to the Amended and Restated Overland Master Development Agreement.

Other Items to Watch

The Council will hear an update on the city’s legislative priorities list, along with liaison reports, a financial report, and a look at upcoming agenda items.

The consent agenda includes a bond release moving The Towns at Brylee Farms Phase B, Plat 4 into warranty; approval of minutes from the July 30 transportation interlocal meeting, the August 4 regular meeting, the August 6 truth-in-taxation meeting, and the August 10 special session; a resolution awarding the bid for the 6.0 MGD wastewater treatment facility expansion to MGC Contractors, Inc.; and a resolution accepting the City’s fiscal year 2025 audited financial statements.

How to Participate

Public comment is welcome during the policy session and is limited to three minutes per person. In accordance with the Americans with Disabilities Act, the City will make reasonable accommodations for participation. Call the City Recorder’s Office at 801-789-6611 at least three working days before a meeting.

Public comments may be submitted online before the meeting begins. Online submissions must be received by 4 PM on the day of the meeting. If you would like to speak about an item that is not listed on the meeting agenda, you may do so during the public comment portion of the meeting.

If you would like to comment on a specific agenda item, please wait until that item is called. The Mayor will invite public comment during the designated public hearing or public comment period. This helps the meeting stay organized and ensures your comments are heard as part of the official record.
