Financial circumstances can change, making it difficult to keep up with housing costs, utility bills, or taxes. This guide highlights resources that may help Eagle Mountain residents with these expenses and connects residents to programs available through local, county, and statewide organizations.

Financial Assistance Resources

Active Duty Military Utility Abatement

Service members with a City utility account may apply for an abatement of utility service charges during deployment. Applications are available through the Utilities and Billing.

Utility Assistance Program

Available to low-and moderate-income households through federal Community Development Block Grant funding. Eligibility requirements and assistance amounts are outlined in the programโ€™s policies and procedures. Funding is limited, and applications are reviewed on a first-come, first-served basis, so residents are encouraged to apply early.

Mortgage Assistance Program

First-time homebuyers purchasing a property in Eagle Mountain may be eligible for up to $25,000 in assistance through a forgivable, interest-free loan with no monthly payments. Household income must not exceed 120% of the Utah County area median income. Applications are due by the 15th of each month, and assistance is subject to available funding.

211 Utah

211 Utah offers free, confidential assistance for residents looking for community resources. Specialists can help identify programs related to housing, utilities, food, health care, employment, and other essential needs. Phone assistance is available seven days a week from 8 AM to 6 PM. Residents can also text their ZIP code to 801-845-2211 on weekdays to locate available services.

Home Energy Assistance Target (HEAT) Program

Provides year-round energy assistance to eligible low-income Utah households with household income at or below 150% of the federal poverty level. The household must be responsible for home energy costs and have at least one adult household member. Applications for households with an adult age 60 or older, a person with a disability, or a child under 6 are accepted beginning October 1. Applications for the general public begin November 1. The program year ends September 30 or when federal funds are exhausted.

Utility Crisis Program

For households that have received a 48-hour utility shutoff notice. Residents at risk of service interruption should call directly rather than wait for an application to arrive by mail.

Weatherization Assistance Program

Free home energy improvements can help reduce monthly utility costs. Services may include heating system repairs and insulation. Priority is given to households with seniors, children under age six, a person with a disability, or high energy expenses.

Community Action Services

Offers short-term support to Utah County residents facing financial hardship, including rent and security deposit assistance, rental application fee help, eviction prevention classes, food, clothing vouchers, and case management.

Housing Authority of Utah County

Provides eligible residents with access to affordable housing options and rental assistance, including the Section 8 Housing Choice Voucher Program. Qualified homeowners may also receive support for essential home repairs.

Property Tax Relief

Eligible Utah County homeowners may qualify for property tax relief if they are age 65 or older, veterans with disabilities, or qualifying widows or widowers. For the 2026 tax year, household income generally must be $44,221 or less.

To have the exemption reflected on the October tax notice, applications must be submitted by September 1. Applications may still be filed through December 31, which is the final deadline for the 2026 tax year. Extensions are not available.

Mountainland Association of Governments (MAG)

Provides senior adults and their families with information and support for services such as Meals on Wheels, caregiver assistance, Medicare counseling, utility help, weatherization, home repairs, and referrals to other senior resources.
