Need Help With Your Utility Bill? The Utility Assistance Program Can Help

Eagle Mountain City offers a Utility Assistance Program to help income-qualified households keep their utilities on during times of financial hardship. If you’re a resident struggling to keep up with your city utility bill, here’s what the program offers and how to apply.

Life happens, and sometimes the monthly bills are harder to cover than usual. Eagle Mountain City wants residents to know there’s help available. Our Utility Assistance Program provides financial relief to eligible low-to-moderate income households by applying a credit toward their Eagle Mountain City utility bill. The program is funded through the federal Community Development Block Grant (CDBG), administered by the U.S. Department of Housing and Urban Development (HUD), and is designed to help qualifying households maintain continued utility service.

What the Program Provides

If you qualify, the program covers 50% of your utility bill, up to a maximum of $75 per month. The assistance is applied as a credit directly to your Eagle Mountain City utility account and no direct payments are issued to residents. Eligible households may receive this credit for up to three months per calendar year.

Because the program is supported by limited federal funding, assistance is provided on a first-come, first-served basis to eligible applicants, and is subject to available funding.

Who Is Eligible

To qualify for utility assistance, applicants must meet all of the following criteria:

FY 2026 Income Limits (80% AMI — Utah County)

Eligibility is based on your household size and total household income. The table below shows the maximum qualifying income at 80% of the area median income for Utah County for fiscal year 2026. The Utah County median family income for FY 2026 is $119,200.

Income limits are set by HUD and are subject to change. For households of more than eight people, contact the Utilities & Billing department for the applicable limit.

How to Apply

Applications are reviewed once a month and are processed in the order they are received. To apply, submit a completed application along with the required income documentation for all household members with an income (and rental documentation, if applicable). Incomplete applications cannot be considered.

If your application is approved, the credit will be applied to your Eagle Mountain City utility account for up to three consecutive months, subject to funding availability.
