Municipal General Election results canvassed Tuesday night
The Eagle Mountain City Council, acting as the official Board of Canvassers, has verified and certified the results of the November 2025 General Municipal Election.
During its meeting on Tuesday, Nov. 18, the Council opened the election returns, confirmed the ballot counts provided by the Utah County Elections Office, and formally declared the winning candidates. The Board also certified that Proposition 8, the Recreation, Arts, and Parks (RAP) Tax, was approved by voters.
A total of 27,204 ballots were mailed to Eagle Mountain voters for the General Municipal Election. Of those, 8,831 were returned, producing a turnout rate of 32.46%. Voter participation more than doubled compared to the 2023 municipal general election, which saw a turnout of 15.57%.
After reviewing the complete canvass, the Board of Canvassers certified the election of the following candidates:
- Jared R. Gray as Mayor, four-year term (4,506 votes)
- Brett L. Wright as City Council Member, four-year term (4,020 votes)
- Craig Whiting as City Council Member, four-year term (4,224 votes)
Other mayoral candidate Melissa Clark received 4,197 votes. Council candidates Emily Buss and Charlotte Ducos received 3,839 and 3,677 votes, respectively.
The Board also certified the results of Proposition 8, which asked voters whether Eagle Mountain should adopt a Recreation, Arts, and Parks (RAP) Tax. The measure passed with 4,992 votes in favor and 3,722 votes against.
With its approval, the RAP Tax is officially adopted and will go into effect as outlined in City code and state statute. The tax is intended to support enhancements to recreational amenities, cultural programs, arts opportunities and local parks.
To finalize the canvass, the Board approved a motion to ratify the results, accept the report of the Election Official, certify the official totals, and declare the successful candidates elected.
With the certification complete, newly elected officials will begin preparations to assume their roles in January.
