General Plans
Eagle Mountain’s growth follows its General Plan, a set of land use policies that guide the City Council as it makes decisions. The General Plan looks at the long-term future of the city. It includes sections about zoning, transportation, and land use. Since the General Plan does not consider every aspect of city growth, Eagle Mountain City has created additional plans to supplement the General Plan such as our Parks, Trails, & Open Space plan.

Zoning Map
Eagle Mountain City’s Zoning Map clearly shows how land is designated for residential, commercial, industrial, and recreational use, helping residents, businesses, and developers understand the area’s layout. This tool plays a critical role in maintaining a balanced and sustainable growth strategy and helps ensure preservation of the community’s unique character.
Transportation Plan
Transportation plans are developed at both the city and state levels. Most roads in Eagle Mountain are City-owned. City officials collaborate with the Utah Department of Transportation (UDOT) to address concerns about state-owned roads, such as SR-73.
Eagle Mountain has a detailed Transportation Plan outlining the development of future City roads. The Utah Department of Transportation has approved a regional plan for the progression of larger inter-city roads. These plans are all coordinated to ensure cohesive development and efficient transportation.
Regional Planning
Some plans affecting the city are developed at a regional level, such as those from the Alpine School District, Utah County, and state of Utah. Understanding these broader plans provides a bigger picture that allows Eagle Mountain to adapt effectively.
