The City has a healthy financial reserve, has no general obligation debt, and maintains lower taxes and fees compared to most cities.

Budgets

Using the vision outlined in the City’s 10-Year Strategic Plan set by the City Council, the Finance Department works with other City departments to develop a budget proposal. Each spring, the Eagle Mountain City Council reviews the proposal in a series of meetings and adopts a final budget for the next fiscal year, which starts on July 1st of each year.

Auditing

Each year, an independent third party audits the City’s finances. This audit produces an Annual Comprehensive Financial Report (ACFR), which provides basic financial statements. A summarized version, the Annual Popular Financial Report (APFR), is also available for the public’s convenience.

Fraud Hotline FAQs

We investigate: 

● Waste or misuse of public funds, property, or manpower 

● Violations of laws, rules, or regulations 

● Gross mismanagement 

● Abuse of authority 

● Unethical conduct 

Submit complaints in writing using the Hotline Reporting form. This helps communicate essential information. If you can’t use the form, you can also submit complaints via: 

Provide specifics on who, what, where, when, and any other details like witness information, documents, and evidence. Specific examples and documentation increase the likelihood of a thorough investigation. Vague or unsubstantiated complaints may be declined. 

Your identity is protected under the Utah Government Records Access and Management Act (GRAMA) and will be kept confidential, if requested. Complaints can be submitted anonymously, but providing your name and phone number helps us follow up and report results back to you. 

Complaints can also be filed through the State Auditor Hotline Program

Utah Code protects public employees from adverse actions for reporting government waste or violations of law in good faith. Communicating conduct to the Office of the State Auditor is considered good faith (see Utah Code § 67-21-3(1)(b)(iv)(A)). 

All submissions to the Hotline are reviewed by experienced audit staff. However, some complaints should go to other entities. For example:
