City launches Equal Payment Plan for more predictable utility bills
In a move to provide more predictability and financial flexibility for residents, Eagle Mountain City has launched a new Equal Payment Plan for the water usage portion of utility bills.
The program is designed to smooth out seasonal spikes in water usage, allowing residents to pay a consistent monthly amount throughout the year.
“Water usage naturally fluctuates from winter to summer, and that can cause some variability in a resident’s utility bill during the warmer months,” said Erin Hart, Eagle Mountain City Treasurer. “The Equal Payment Plan is a way to help residents budget better and know what to expect from month to month.”
To be eligible for the EPP, residents must be the property owner, have had an open utility account for at least 13 months and be in good standing. If approved, the program becomes effective for the next billing period.
The application can be found on the City’s Utility Billing page under the “Manage Services” section of the website.
Once enrolled, the City calculates the monthly bill based on the resident’s historical water usage over the previous year. The goal is to offer a more consistent monthly payment instead of variable charges tied directly to usage each month. Accounts are reviewed periodically, and there is a reconciliation at the end of the year.
“If a resident overpays, they’ll receive a credit,” Hart explained. “If they’ve underpaid, the account will be adjusted moving forward. We do this to make sure the billing remains fair and accurate for everyone.”
The plan offers added flexibility and residents may cancel at any time. However, they must keep their account in good standing, and any outstanding balance will be added to their next bill.
While the concept isn’t new — other cities offer similar programs—this is the first time Eagle Mountain City is rolling one out.
“We’ve heard from residents over the years that they want more tools to help manage their utility bills,” Hart said. “This is one of those tools. It doesn’t reduce the total amount due over the year, but it can reduce the stress of unpredictable bills, especially during the summer irrigation season.”
