Eagle Mountain residents have common questions. We’ve compiled answers for your convenience. The City provides FAQs and several other outlets, including: Rumor Stop and the City’s Resident Portal for getting your issues and questions addressed. 

Faq Type

Yes, the library requires it to be present in order to check out items. We will honor a photo identification for checkout if you have left your library card at home. 

Adult cards can check out 50 items, teens: 15 items, and children: 10 items.  Books and Audio books are checked out for 21 days (3 weeks) and DVD’s are checked out for 7 days (1 week). 

You may call the library at (801) 789-6623 to renew or go online to our Online Catalog.  You will need your library card and pin number to log in. Your pin number is the last 4 digits of your card number OR it may be written on the back of your library card.  All items may be renewed if no one is waiting for the item.

Yes, our 24/7 book return is located on the west side of the city building just north of the library main entrance.

Yes, we can accept debit and credit card payments in the library and over the telephone. 

Yes, for a fee. All printing and copies will be black and white.  

Yes, we have 8 internet computers for public use. We also have free Wi-fi, a study desk, a meeting table, and have plenty of outlets for laptop users. 

Yes, you can.  Eagle Mountain Public Library is part of a consortium with Lehi Library, American Fork Library, Pleasant Grove Library, and Highland Library.  The North Utah County Library Cooperative (NUCLC) lets residents use these libraries when their library card is in good standing in Eagle Mountain.

All our DVDs are locked to prevent theft/loss or damage.  You can bring the DVD’s back to the library with your checkout receipt and we will be happy to open them for you.  Please do not try to open them yourself as it will break the case and we will have to charge for damages.

The library closes for all state and federal holidays including, but not limited to, New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Pioneer Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving & Christmas. 

If you are new to the city, please fill out a residential utility application for your new address. 

If moving from Eagle Mountain City, please fill out a termination form for your old address and enter the information for your new address for the final bill. You will need to do both steps if you are moving within the City. Please note that your account number will change when moving within the city and you are responsible for updating it online.

You can add or remove a garbage or recycle can anytime you need. All you have to do is fill out the “Garbage & Recycle Change” form.  

If you pay your bill via US mail or your bank on the last day of the month, it will arrive late. Mailed payments have taken up to a week to reach our office. 

If you want to pay at the end of the month, instead of mailing your payment, you may drop it in one of our two utility drop boxes.

Garbage collection will happen weekly while the recycling can is picked up on a bi-weekly schedule on your regular garbage pick-up day. Garbage and Recycling Pick-up Schedule Map  

If a scheduled collection day falls on one of the following holidays or the day after, collection will be delayed by one day: Independence Day, Thanksgiving Day, Christmas Day, and New Year’s Day. 

Internet service is provided by local companies who are separate from Eagle Mountain City. To get help, please reach out to your current internet provider to see why your service is down. 

Eagle Mountain City’s electricity is serviced by Rocky Mountain Power. If your power goes out, to report the power outage or check the outage status, visit: https://csapps.rockymountainpower.net/idm/outages-safety/report-outage or text OUT to 759677 

Dog licenses may be purchased online at the North Utah Valley Animal Shelter website or at the Utility Billing office at City Hall. Note that you can only pay by check at the Utility Billing office.

A Landfill Pass is for 1 free pick-up load (6 cu yds), not to exceed 500lbs at Intermountain Regional Landfill that is available for residents. The pass can be obtained from the City Hall, and residents may claim up to two passes per year.  

Eagle Mountain City’s Senior Center is located at 1632 East Heritage Drive. Google Maps tends to mislead people—to view more specific directions, click here. There isn’t any residence for Seniors at our Senior Center. To find out more about the Senior Center, you can call them at (801) 789-6660 or visit their page

Information about weekly Senior activities may be found on our City events calendar or on the Senior Center page. There are typically two lunches per week, provided by Mountainland Association of Government. Lunch Bunch—an activity where seniors eat out— occurs on the first Thursday of the month.

For domesticated animal control issues, such as barking dogs or stray cats, and any other domesticated animal issues, please call the Utah County Sheriff’s Office non-emergency dispatch number, 801-794-3970

Wild animals such as raccoons, squirrels, skunks, snakes and mountain lions, including reporting the location of deceased deer and other wildlife, fall under the Utah Division of Wildlife. Please contact the Utah Division of Wildlife Resources at 801-491-5678 for assistance.

Eagle Mountain City contracts with Black & McDonald for streetlight maintenance and repairs.

You can view all City parks on Park Finder, which also lists park amenities. 

Reservation is required for the city park pavilions from April 1 – October 15. Reservations can be made in the booking system. Outside of the specified time window, the pavilions are first come first served.  

The Splash Pads typically open on Memorial Day weekend and close on Labor Day weekend for the season. During the season they are open from 10 a.m. to 8 p.m. 

8.05.430 Placement of containers for collection 

Containers of solid waste shall not be set out upon the street prior to the evening of the day before scheduled collection and shall be set out before 7:00 a.m. on the scheduled collection day. All empty containers shall be removed from the street the same day they were emptied. 

13.30.010 Sprinkler irrigation hours 

Between 6:00 p.m. and 10:00 a.m. during the summer months. Eagle Mountain City strongly encourages residents to follow the state’s weekly lawn watering guide in the warmer months.

15.65.060 Clean Gutter 

Once curb and gutter and surface course is in place it shall be kept as clean as possible… Dirt and gravel will not be placed in gutter or on street. 

8.07.020 Weeds and other refuse

Weed Control Standards. Weeds shall not be permitted to reach a height of more than six inches at any time or to otherwise create a fire hazard to structures or habitat for disease, insect vectors, or vermin. As used in this chapter, the term “weeds” means plants which are unwanted in the location where they are growing and which are not a part of landscaping, xeriscaping, or native plant landscaping… 

8.07.030 Junk 

A. Responsibility to Keep Property Free of Junk. It is unlawful for any person, corporation, partnership or legal entity owning or occupying real property in the city to allow the accumulation of junk or to fail to remove from the property any junk. 

B. Junk Defined. 

1. “Junk” means any salvaged or scrap copper, brass, iron, steel, metal, rope, rags, batteries, paper, wood, trash, plastic, rubber, tires and waste, or other articles not stored for recycling purposes in a fully enclosed container, or materials commonly designated as junk. “Junk,” except as provided in subsection (B)(2) of this section, shall also mean any motor vehicle not currently registered and dismantled, wrecked or inoperable, motor vehicles or parts thereof which are stored or parked on property outside of an enclosed building and which remain in such condition for a period of time in excess of 60 days.

You may begin construction after you have received your approved permit. 

To apply for a permit, you will submit all the items required on the submittal checklist to the building department located in the Community Development Building at 2565 N Pony Express Pkwy. You may be required to pay a plan review fee and other relevant fees to start the building permit process. 

There are required items that must be included with your application along with your building plans, consult your specific permit for the requirements. Using the permit submittal checklist helps you ensure you have all the items needed for your application. Incomplete applications cannot be accepted. 

Yes. Your application will expire if you do not pick up your permit within 180 days of the application date. Once it is active, you must have an inspection within 180 days and must show progress. 

Once the permit has been reviewed, the fees are calculated automatically by valuation. We will not have the total until the review has been completed. You will be contacted by email and given further instructions. You will receive a printout showing the cost of your permit including all city impact fees, building fees and connection fees. Additional impact fees from UFA are also required. 

All inspection requests must be done through the City’s OpenGov service. You must include your information including the permit number, inspection information and contact information. You will receive a confirmation email, without one you are not on the schedule. Please allow ample time for us to get your inspection scheduled. Inspections are available on a first come first served basis. 

We have timed inspections reserved for concrete inspections including footings and foundation, and also for basement finishes. You must have the permit, approved plans and required documents in a prominent location on the job site on the day of each inspection. 

No. It is best to hire a professional land surveyor to know where your property lines are.  A convenient tool to see property lines is the Utah County Parcel Map.

You can utilize Eagle Mountain City’s OpenGov service to follow all the necessary submissions throughout the development process.

Eagle Mountain City does not have permits for fences.  We recommend you hire a surveyor to mark your lot and proceed from there. The city code related to fencing is 17.60.120 General fencing provisions.

All residential developments above 0.8 dwelling units per acre require improved open space or a fee-in-lieu. 

Yes, you are required to either install all the public infrastructure according to approved plans or post a subdivision bond with the City Recorder’s Office

Any subdivision plat approved prior to October 5, 2010 is still valid. All plats approved since that date are only valid for a certain amount of time. 

Preliminary Plats = 2 years (unless a final plat is approved within that time); 

Final Plats = 1 year (unless recorded within that time).

When a medical call is initiated, within the state of Utah, most medical responses are provided by the fire department. Often, you will have both an ambulance and a fire engine show up to provide medical care, since they all have a minimum level of emergency medical services training. 

Small recreational fires are allowed. Fuel area cannot exceed 3 ft. diameter by 2 ft. in height. For more information and restrictions, visit the UFA website.

Many insurance companies ask the homeowner for this information. Fire station 251 is located in City Center at 3726 Pony Express Parkway, Fire Station 252 is located in The Ranches at 3785 Pony Express Parkway, and Fire Station 253 is located in Overland at 1208 Mid Valley Rd. 

You need to fill out an application on the DEQ website and pay the fee to UFA. More information and links to the requirements are on the UFA website.

There are many private businesses that provide this service. Search online for “Fire Extinguisher Services” to locate one.
