EM City now in FY 2026 budget discussions
As Eagle Mountain City prepares its budget for the upcoming fiscal year, residents will have multiple opportunities to weigh in on how tax dollars are spent.
The City’s annual budget process, which spans several months, will culminate in the approval of the Fiscal Year 2026 budget by the end of June.
The budget outlines spending priorities for City services, infrastructure and personnel while maintaining Eagle Mountain’s strong financial standing. The City has no general obligation debt, maintains a healthy financial reserve and continues to keep taxes and fees lower than most cities in Utah.
“We take a responsible, long-term approach to financial planning,” said Kimberly Ruesch, Eagle Mountain’s Finance Director. “Our goal is to ensure that every dollar is used efficiently to support City operations and growth while maintaining our strong financial position.”
The budget planning process has already begun but will continue with a series of public meetings where City leaders will review funding for personnel, operations and capital projects.

- May 13 – City Council Budget Review
- June 3 – First Public Hearing
- June 17 – Second Public Hearing & Budget Adoption
Residents are encouraged to attend these meetings to learn more about the budget in preparation for the public hearings. The City Council will consider community feedback as they work toward finalizing the budget.
“We look forward to providing greater public engagement opportunities going forward in the budget process,” Ruesch said. “We want residents to understand how the budget is structured and to have a voice in shaping the future of our community.”
Eagle Mountain’s Finance Department ensures that all revenues and expenses are properly accounted for, aligning with the City’s long-term strategic plan. Residents can review financial trends and access budget documents on the Eagle Mountain City website {LINK HERE}.
“We’ve made it easier than ever for residents to review City finances, see trends over time, and understand how decisions are made,” Ruesch said. “We believe in open government and want to provide as much information as possible.”
